Step 1: Limited Learner Permit ›
This is the first step for a new teen driver to begin supervised driving practice.

- Age: You must be at least 15 but younger than 18.

- Required Documents:
- Proof of Identity & Age (e.g., Birth Certificate, Passport)
- Proof of Social Security (e.g., Social Security card, W-2)
- TWO documents proving NC Residency (e.g., school records, bank statements)
- Driver Education Certificate
- Parent/Guardian: Must be present to sign consent forms.
Step 2: Limited Provisional License (Road Test) ›
This appointment includes the on-road driving test, allowing a teen to drive unsupervised with some restrictions.

Prerequisites for this Appointment:
- Age: You must be at least 16 years old.
- Permit Status: Must have held your Level 1 Permit for at least 12 consecutive months.
- Driving Record: No moving violations or seat belt infractions in the last 6 months.
- Driving Log: Completed log of 60 hours of supervised driving (at least 10 at night), documented on Form DL-4A.
- Required Items:
- Your valid Limited Learner Permit
- The completed Driving Log (Form DL-4A)
- Proof of liability insurance and valid registration for your test vehicle
- Parent/Guardian: Must be present.
Step 3: Full Provisional License ›
This is the final administrative step to remove most driving restrictions. No driving test is required.

- Additional Driving Log: Completed log of an additional 12 hours of driving (at least 6 at night), documented on Form DL-4B.
- Required Documents:
- Your valid Level 2 Limited Provisional License
- The completed second Driving Log (Form DL-4B)
